Who we are

We are South Ribble Borough Council and your privacy is important to us. We aim for full transparency on how we gather, use, and share your personal information in accordance with the General Data Protection Regulation.

We keep our privacy notice under regular review and we will place an updated version on this page. This will help ensure that you are always aware of what information we collect and how we use it.

What we need

We will collect basic personal data about you and where appropriate the referral agency which includes

  • Name, email address and contact of the trusted group/organisation
  • Name of the referrer from the trusted group
  • Name, date of birth, postcode, address, and phone number of the beneficiary/resident
  • Number of adults in the household
  • Employment status
  • Number of children/young people under the age of 18 in the household
  • Number of any pensioners in the household
  • Number of individuals with disabilities in the household
  • Number of care leavers or unpaid carers in the household
  • Summary of any existing agency or organisations supporting the household currently
  • The type of support required
  • Required value of support requested
  • Bank Account Name, Number and Sort Code (where a BACS payment has been requested)
  • Confirmation of current financial hardship (bank statements,
  • Confirmation of identity (passport, driving licence, birth certificate, government ID Card) 
  • Whether the beneficiary has been sign-posted for longer-term support
  • Whether the beneficiary has agreed to pursue longer-term support
  • Confirmation that the beneficiary understands that the above information will need to be shared with the Council and its partners
  • Confirmation if the beneficiary consents to the Council proactively contacting them in future regarding other offers of support

We may also collect sensitive data, such as race/ethnicity, health and religious belief for the purposes of Equality and Discovery Monitoring.

Why we need it

This information will be used to process the applications for support identified by Trusted Partners and the Council.

South Ribble Borough Council will also use the information to review and evaluate the scheme. We will do this by using anonymised information and will not identify anyone as it will be reported on by trusted partner and by type of support. We will share this with the County Council and trusted partners. The councils may ask for your permission to contact you to discuss your experience of the service.

Sensitive data will be used for monitoring purposes only in order to ensure that we are compliant with equality and diversity legislation.

What we do with it

Under the General Data Protection Regulation (GDPR), we have to identify our lawful basis for collecting, using, sharing, and storing personal information. We are relying on Article 6(1) (e) of the GDPR to process personal information which means we are doing so as it is a task in the public interest. This means that it has a basis in the law and is often a statutory duty as we describe below. We have also been given guidance by the Government (GOV.UK website) which requires us to deliver the Household Support Fund.

We will only process the data that you or the trusted partner enter on the application for the purposes above if you tick to give us your consent to do this. If you do not complete the application, we do not store any data you have entered to that point.

We will only contact you to discuss your experience if you agree to this and provide your consent. You can change your mind at any time on this.

We will only use your information in ways which are permitted by the General Data Protection Regulation and the current UK Data Protection law. We have a Data Protection regime in place to oversee the effective and secure processing of your personal data. View more information on data protection.

This authority has a duty to protect the public funds it administers and may use information held about you for all lawful purposes, including but not limited to the prevention and detection of crime including fraud and money laundering.

The Council may also use your information for the purpose of performing any of its statutory enforcement duties. It will make any disclosures required by law and may also share your information with other bodies responsible for detecting/preventing crime in relation to safeguarding and including fraud or auditing/administering public funds.

What are your rights?

You have the right to:

  • request a copy of your information (known as a subject access request)
  • request rectification or erasure of your information
  • request a restriction on the processing of your information and
  • object to processing of your information
  • complain to the Information Commissioner's Office about the way the Council processes your information
  • set your browser to remove or reject cookies before using South Ribble Borough Council website

Transferring information overseas

In certain circumstances we may transfer your information to organisations in other countries on the basis that anyone to whom we pass it protects it in the same way we would and in accordance with applicable laws.

How long we keep your information

We will keep your information for as long as it is required by us or other regulatory bodies in order to comply with legal and regulatory requirements or for other operational reasons. Keeping your personal information secure

We have appropriate security measures in place to prevent personal information from being accidentally lost or used or accessed in an unauthorised way. We limit access to your personal information to those who have a genuine business need to know it. Those processing your information will do so only in an authorised manner and are subject to a duty of confidentiality.

We also have procedures in place to deal with any suspected data security breach. We will notify you and any applicable regulator of a suspected data security breach where we are legally required to do so.
