Where the issue is found

Plans to fix the issue

WCAG 2.4.3 Focus Order

Users should be able to navigate a web page in an order that makes sense. Keyboard navigation should reflect a navigation sequence that is consistent with the meaning of content

Home page

  • The focus order can be confusing for the user when using the keyboard. The focus tabs from Pay to View all our sources then back to Covid 19 then down to Residents. This does not follow the order of the buttons along the webpage.

Our website provider is aware of the issue and will initiate a fix in the next update of the system.

The update will amend the tab order so it is semantically correct in the flow of items.

This will be complete, latest 30 June 2022.

We are currently in the process of replacing our Firmstep system, which is our CRM and form solution that is used for customers to report issues to the Council. The above issue will be resolved as part of the new solution which is estimated to be in place by April 2024.
Some PDF documents published post September 2018 inaccessible Across the website

Some of our PDFs and Word documents are essential to providing our services. For example, we have PDFs with information on planning policies, and minutes of council meetings, and forms published as Word documents.

By April 2024, we plan to either fix inaccessible PDFs or replace them with accessible HTML pages.

Any new PDFs or Word documents we publish will meet accessibility standards or will be used only as an accompanyment to where the same information can be found via HTML page.

Accessibility issues with Firmstep platform which is our CRM and form solution that is used for customers to report issues to the CouncilThere are known accessibility issues with the Firmstep platform and we have raised a ticket with the provider to provide a breakdown of elements which are inaccessible, not meeting Public Sector Bodies (Websites and Mobile Applications) (No. 2) Accessibility Regulations 2018.

There are some known accessibility issues within our Firmstep system which is our CRM and form solution that is used for customers to report issues to the Council.

The system is currently under review, with replacement on the forward plan as part of the Council's Digital Strategy.

The full system is to be replaced in April 2024.

Disproportionate burden

Firmstep accessibility issues

There are some known accessibility issues within our Firmstep system which is our CRM and form solution that is used for customers to report issues to the Council.

The system is currently under review, with replacement on the forward plan as part of the Council's Digital Strategy.

We have assessed the cost of fixing all of the issues within Firmstep and believe doing so would be a disproportionate burden considering the full system is to be replaced in April 2024.

Content that's not within the scope of the accessibility regulations

PDFs and other documents

Some of our PDFs and Word documents are essential to providing our services. For example, we have PDFs with information on planning policies, and minutes of council meetings, and forms published as Word documents. By April 2024, we plan to either fix these or replace them with accessible HTML pages.

The accessibility regulations do not require us to fix PDFs or other documents published before 23 September 2018 if they are not essential to providing our services.

Any new PDFs or Word documents we publish will meet accessibility standards or will be used only as an accompanyment to where the same information can be found via HTML page.

What we are doing to improve accessibility

We plan to identify and fix issues with accessibility as soon as issues are discovered.

We will carry out an accessibility audit on an annual basis applying WCAG 2.1 AA standards once the Firmstep solution is upgraded April 2024.

Use of PDF accessibility software will be in use April 2024.
