New Extra Care Scheme for South Ribble approved

A new extra care facility is set to be delivered for South Ribble following approval at Planning Committee.

Jubilee Gardens will include over 70 apartments and will help support independent living for older people by offering on-site support and facilities such as a café and hair salon. The state-of-the-art scheme will help residents to stay in their own homes for longer.

The scheme will be located on West Paddock in Leyland and has been named Jubilee Gardens in reference to the Queen's Platinum Jubilee.

Councillor Paul Foster, Leader of South Ribble Borough Council, said:  "I am very pleased that Jubilee Gardens has now got the go-ahead to start. This is the first scheme of this kind for South Ribble and will provide a much needed housing solution for our ageing population. It is exciting to see the project move on to the next stage to deliver these benefits. Despite the cost pressures within the construction industry the Council has committed to deliver the scheme to achieve high levels of energy efficiency to assist residents with the rising cost of living. Jubilee Gardens is part of South Ribble Borough Council's planned investment programme for the borough and I am pleased that we will be able to offer this support for residents in the future".

The Jubilee Gardens scheme will be developed, delivered and managed by the Council alongside their construction and professional partners.  

Jubilee Gardens has been designed in a sustainable way and will include improved pedestrian links to Leyland Town Centre and provision of secure cycle parking and mobility scooter hire to promote the use of sustainable transport.

Local residents were consulted at two events during the design process with the opportunity to view and discuss the plans. The discussions with residents included concerns around traffic and parking but there was also strong support for the scheme. The positive comments included support for the design, the energy saving measures and the retention of some green space on the site.

South Ribble based contractor Conlon Construction have been successful in the first stage of the tender process to deliver the scheme. Wherever possible Conlon Construction will be inviting tenders from local sub-contractors.

Work is planned to begin on site before the end of the year with completion due in 2024. Applications of interest for potential residents will be open from 2023.
